J. S. GARLAND HEADS WATER DEPARTMENT
Appointment of Engineer Is Announced by the District Commissioners.

John S. GARLAND, engineer of the Water Department, was appointed superintendent today to succeed the late W. A. McFARLAND. The appointment was made on recommendation of Major Charles W. KUTZ, Engineer Commissioner. Other promotions, announcement of which will be made later, will follow the appointment.
Mr. GARLAND entered the service of the District government as assistant engineer of the Water Department in December, 1893, at $4 day. In April, 1900, he was promoted to $5 a day, in February, 1902, to $6 a day, and on July 1, 1905, was made assistant engineer at $1,800 a year. On July 1, 1908, he was promoted to $2,100, and on July 1, 1909, to $2,400. In July 1914, the designation of assistant engineer was dropped, and Mr. GARLAND was made engineer, in which capacity he acted as assistant superintendent in the absence of the head of the department. The salary of the superintendent is $3,300 a year.
Mr. GARLAND was born in Washington in 1859, and was educated in the public schools and the Maryland Agricultural College. During his term of service in the District Government he has aided in the installation of the system of water distribution, the construction of the Bryant pumping station, the Anacostia pumping station, and the Brightwood reservoir.
Numerous congratulations on his appointment are being offered Mr. GARLAND by officials and employes of the engineer and other departments.
