WASHINGTON, May 6. — Secretary Hoke Smith has appointed George W. Andrews, of Illinois, an inspector of surveyors general and district land offices, vice Robert Harbison, resigned.

WASHINGTON, May 6. -- The president today appointed the following board of visitors to the West Point military academy: Charles S. Fairchild, New York; Henry L. Pierce, Massachusetts; Frank Thomson, Philadelphia; A. C. McClurg, Chicago; John W. Dinsmore, San Francisco; Edward A. Alderman, Greensboro, N. C.; John P. Rea, of Minneapolis. The congressional members of the board are: Senators Cullom and White and Representatives Wheeler, Gorman and Bingham, of Pennsylvania.
