Lewes, October 13, 1975 :

Eleanor H Joseph has been named general manager of the Lewes Public Works Department.

Mrs Joseph, age 50, has been an employee of the department for the past sixteen years and is thought to be the first woman to hold such a position in Delaware.

She has been the acting general manager since last June when Joseph Rickards retired. Prior to this she was the office manager.

Mrs Joseph will supervise twenty four employees who furnish water, electricity and sewer service to
Lewes residents. Although she has no technical degree she has 'been around' the activities so long
that engineering aspects do not bother her since technical assistance is furnished by consultants.

Her salary was not disclosed although the city information officer, Charles W. Futcher, has said she received a substantial increase in pay.
