A Civil Rights Test Case
CHICAGO, ILL., Aug. 7.—A Times special from Springfield, Ill., says: S. B. Turner, editor of the State Capitol, the colored paper of this city, has had arrested the proprietors of a restaurant who refused to serve meals on Saturday to him and two colored friends. The warrants were taken out under the State civil rights law of 1885.
