Alton Mayor J. J. Brenholt appointed Frank Clayton chief of police, to succeed Joseph Reno and the City Council unanimously confirmed him. Clayton had served as a captain for 18 mondths. The council also gave unanimous confirmation to the appointment of Dr. R. W. Merkle as health commissioner to succeed Dr. A. P. Robertson, who resigned. Police Sgt. Paul Smith was named acting night captain, pending certification by the Alton Civil Service Commission.
